Scholarship Overview & Full Details
18 min readThe Commonwealth PhD Scholarships 2027/28 provide fully funded opportunities for eligible applicants from selected Commonwealth countries to undertake full-time doctoral study at approved universities in the United Kingdom.
The scholarships are funded by the UK Foreign, Commonwealth & Development Office (FCDO) and administered by the Commonwealth Scholarship Commission (CSC). The programme focuses on research that can contribute to development in eligible Commonwealth countries.
For the 2027/28 academic year, successful candidates are expected to begin their studies in the UK in September or October 2027. The current CSC application deadline is 20 October 2026 at 16:00 BST.
What Are Commonwealth PhD Scholarships?
Commonwealth PhD Scholarships are designed for talented graduates who want to undertake doctoral research in the UK and use their knowledge and skills to contribute to development in their home countries.
The programme is particularly aimed at applicants from Commonwealth countries classified as least developed countries or vulnerable states under the relevant development framework.
The scholarship supports full-time PhD study and is intended for candidates who would not otherwise be able to afford to study in the UK.
CSC Development Themes
The scholarships are offered under six development themes:
-
Science and technology for development
-
Improving population health, health systems and capacity
-
Promoting innovation and entrepreneurship
-
Strengthening peace, security and governance
-
Strengthening resilience and response to crises
-
Access, inclusion and opportunity

Who Can Apply?
Applicants must meet the eligibility requirements of the Commonwealth Scholarship Commission.
To apply, a candidate must:
-
Be a citizen of, or have refugee status in, an eligible Commonwealth country, or be a British Protected Person.
-
Be permanently resident in an eligible Commonwealth country.
-
Be available to begin studies in the UK in September 2027.
-
By September 2027, hold a first degree equivalent to at least an upper second-class honours degree, commonly known as a 2:1.
-
Alternatively, hold a lower second-class degree together with a relevant postgraduate qualification, usually a Master's degree.
-
Not already be registered for a PhD, or an MPhil leading to a PhD, before September/October 2026.
-
Be unable to afford to study in the UK without the scholarship.
-
Submit all required supporting documents in the required format.
Is There an Age Limit?
There is no upper age limit for Commonwealth Scholarship Commission applications.
The CSC also has provisions for disabled applicants who may have experienced educational barriers. In certain circumstances, eligible candidates who do not meet the normal 2:1 requirement may be considered through a contextualised nomination route.
Additional Requirements for Pakistani Applicants
Pakistani applicants have an additional nomination process through the Higher Education Commission (HEC) Pakistan.
For the 2027/28 programme, HEC states that applicants must be Pakistani or AJK nationals and permanent residents of Pakistan or AJK. Dual nationals are not eligible under the HEC requirements.
For the PhD route, HEC requires applicants to hold a first-division 17/18-year Master's, MS or MPhil degree in the relevant field. Applicants must also not have a second or third division in the terminal degree.
HEC also requires a valid HAT score of at least 60 out of 100. HAT refers to the Higher Education Aptitude Test used by HEC for certain overseas scholarship nominations.
Pakistani applicants must complete both applications:
-
The Commonwealth Scholarship Commission application through CSC Central.
-
The HEC online scholarship application.
Failing to submit the application through either required portal can make an application ineligible for the HEC nomination process.
How to Apply for the Commonwealth PhD Scholarship
The application process involves more than completing the CSC application form.
Applicants must apply through the CSC online system and also follow the requirements of an eligible nominating agency. The CSC does not accept direct applications outside the approved nomination routes. National nominating agencies are the main route, although selected NGOs and charitable organisations can also nominate candidates.
Step 1: Check Your Eligibility
Before starting the application, check:
-
Commonwealth Scholarship Commission eligibility
-
Your country's nominator requirements
Nominating agencies may have additional requirements and separate deadlines.
Step 2: Choose Your PhD Research Area
Your proposed research should have a clear connection with development.
You should understand:
-
What problem your research will address
-
Why the problem matters
-
How your research can contribute to solving it
-
How the research relates to your country's development needs
-
Which CSC development theme is relevant to your research
Step 3: Find Suitable UK Universities and Supervisors
Applicants are advised to identify suitable UK universities and potential supervisors before submitting the scholarship application.
The CSC recommends listing three universities and supervisors in order of preference.
You should explain why each university and supervisor is suitable for your proposed research.
It is strongly recommended to include second and third choices. If placement at the preferred institution is not possible and there are not enough suitable alternatives, the scholarship may not be able to proceed.
Step 4: Apply for University Admission
University admission is separate from the Commonwealth scholarship application.
Applicants should take the necessary steps to apply for admission to their preferred UK universities and check each university's PhD admission requirements and deadlines.
If a candidate is selected for the scholarship but has not applied for or obtained the necessary university admission, the scholarship may not be able to proceed.
Step 5: Contact a Potential Supervisor
Applicants need a supporting statement from a proposed UK supervisor at at least one of the universities listed on the application.
The supervisor should confirm that they are prepared, in principle, to supervise the applicant and that suitable research facilities are available.
The supervisor should also explain how the proposed research fits the department's expertise and confirm that the proposed programme can be completed within the expected period.
Step 6: Complete the CSC Application
Applications are submitted through CSC Central.
The CSC recommends preparing answers separately before entering them into the online system.
The application system uses two-factor authentication, so applicants need access to a smartphone or a second email account.
Save your work regularly. The CSC warns that refreshing the browser can cause unsaved information to be lost, and submitted applications cannot be edited.
Step 7: Submit the Application to Your Nominator
After completing the CSC application, applicants must also follow the application process of their nominating agency.
A nomination does not guarantee that the CSC will ultimately select the candidate. The nominating agency first selects candidates from its applicant pool and submits its nominations to the CSC.
Required Supporting Documents
Supporting documents are an important part of the application.
The CSC states that an application can be considered ineligible if required documentation is missing by the deadline. Documents must be submitted through the online application system.
Proof of Citizenship
Applicants must provide proof of citizenship or eligible status.
This can include a valid passport or national identity document showing relevant information such as:
-
Photograph
-
Date of birth
-
Country of citizenship
Academic Transcripts
Applicants must provide complete transcripts for their higher education qualifications, including qualifications currently being studied.
If documents are not in English, certified translations are required.
Missing pages or incomplete transcripts can result in an application being considered ineligible.
References
Applicants must provide references from at least two individuals.
References should be:
-
Written by the referee in their own words
-
Signed
-
Provided on institutional letterhead or through an email that clearly identifies the sender
-
Uploaded in PDF format
Referees should be able to comment on the applicant's academic ability, suitability for the scholarship, research potential and potential development impact.
The application form asks applicants to provide details for three referees. Where applicable, one should be a current employer.
Supporting Statement From a UK Supervisor
Applicants must provide a supporting statement from a proposed supervisor at a UK institution named in the application.
The statement should confirm the supervisor's willingness, in principle, to supervise the applicant and the availability of suitable research facilities.
It should also explain how the proposed research fits the department's expertise and how the research can be completed within the proposed period.
Information Required in the Application Form
Applicants should be prepared to provide detailed information about their academic and professional background.
The application asks for information including:
-
Undergraduate qualifications
-
Postgraduate qualifications
-
Academic transcripts
-
Up to 10 publications and prizes
-
Employment history
-
Details of three referees
-
A detailed study or research plan
-
Personal statement
-
Career plans
-
Development Impact statement
-
Voluntary activities
-
Leadership experience
-
Reasons for choosing the proposed universities and supervisors
Applicants must also explain how their previous experience relates to the proposed programme in the UK.
Development Impact Statement
The Development Impact statement is an important part of the application.
Applicants need to explain how their proposed research and future work can contribute to development in their home country.
The statement covers four main areas.
1. Development Problem
Explain how the proposed research relates to development issues at global, national and local levels.
You should also connect the research to the selected CSC development theme.
2. Use of New Skills
Explain how you will use the knowledge and skills gained from the PhD after returning home.
3. Expected Results
Explain:
-
What you expect to achieve
-
When you expect to achieve it
-
Who will benefit from your work
4. Measuring Impact
Explain how the results of your work could be measured and demonstrated.
A strong statement should connect your research, career plans and the development needs of your country.
Choosing a University and PhD Course
Choosing a university should not be based only on its name or ranking.
Applicants should consider whether the university has:
-
A suitable PhD programme
-
A supervisor with relevant expertise
-
Appropriate research facilities
-
Research groups connected to the proposed topic
-
The ability to support the proposed research
-
A programme that can be completed within the scholarship's supported period
The CSC advises applicants to research their university and course choices carefully before applying.
Useful resources include Study UK, UCAS Postgraduate, Discover Uni and UKCISA.
Commonwealth PhD Scholarship Selection Process
The Commonwealth Scholarship Commission assesses applications using three main areas:
Candidate Merit
This includes academic performance and experience.
The detailed selection criteria include examination results, academic transcripts and referee reports. Other relevant achievements can include academic awards, publications, professional development and relevant career experience.
Quality of the Research Proposal
For PhD applications, the research proposal is assessed on factors including:
-
Clear explanation of the proposed research
-
Evidence that the research has been properly investigated
-
Engagement with the proposed supervisor
-
Research quality
-
Innovation
-
Relevance to the field
-
Relevance to development policy
-
Feasibility
-
Likelihood of completion within three years
Development Impact
Applicants should demonstrate how their proposed research and future work can contribute to development in their home country.
The CSC considers areas such as:
-
The development need being addressed
-
Expected outcomes
-
Expected timeframe
-
Potential beneficiaries
-
How the applicant will apply new skills
-
Leadership and relevant experience
-
Voluntary activities
-
Links with national development priorities
-
The selected CSC development theme
-
How impact could be measured
Scholarship Duration and Placement
Commonwealth PhD Scholarships are intended for 36 months of full-time doctoral study at an approved UK university or higher education institution with the required CSC agreement.
The CSC does not support four-year PhD programmes under this scholarship.
The scholarship is provided for the degree for which the candidate was selected. It does not normally extend to another or higher qualification.
Applicants should list three preferred universities and supervisors. The CSC makes the final decision on the institution and can override the applicant's preferences where necessary.
Commonwealth PhD Scholarship Financial Benefits
The Commonwealth PhD Scholarship provides substantial financial support.
According to the current CSC information, each scholarship provides:
-
Approved airfare from the scholar's home country to the UK and return airfare at the end of the award

Is IELTS Required for the Commonwealth PhD Scholarship?
The CSC's current scholarship information states that it does not require applicants to take an IELTS test for the scholarship itself.
However, individual UK universities may have their own English-language requirements for PhD admission.
Applicants should therefore check the requirements of each university before applying.

Advice for Commonwealth PhD Scholarship Applicants
Start preparing your application well before the deadline.
A PhD scholarship application involves several separate tasks, including university research, supervisor contact, admission applications, references and scholarship forms.
Start With Your Research Topic
Your research topic should be clear and realistic.
Avoid choosing a topic simply because it sounds impressive.
Ask yourself:
-
What problem am I researching?
-
Why is this problem important?
-
What is already known?
-
What is missing from current research?
-
What will my research add?
-
How can the results be useful in my country?
Contact Supervisors Early
Do not wait until the final days before contacting potential supervisors.
Read their research interests and recent work first.
Then send a professional email explaining:
-
Who you are
-
Your academic background
-
Your proposed research
-
Why their expertise matches your topic
-
Why you are interested in working with them
Make Your Research Proposal Practical
A research proposal should clearly explain the research problem, objectives, methods and expected contribution.
Avoid unnecessary technical language. The CSC's applicant guidance notes that unclear, vague or overly technical applications can make it difficult for selection panels to understand the proposed work.
Connect Your Research With Development
Do not only explain why the PhD is useful for your personal career.
Explain how your research can contribute to your country after you return.
For example, an applicant researching agricultural technology could explain how the research could improve farming practices, support agricultural institutions or help address a specific development problem.
Prepare Your References Early
Choose referees who know your academic or professional work well.
Give them enough time to prepare detailed references.
A referee who can provide specific evidence about your research ability, academic performance, motivation and achievements can provide more useful information than someone who barely knows your work.
Apply to Universities Separately
The scholarship application and university admission are separate processes.
Submitting the Commonwealth application does not automatically mean that you have applied for admission to a UK university.
Check each university's PhD admission requirements and deadlines.
Common Mistakes to Avoid
Applicants should avoid the following problems:
-
Applying without checking country eligibility
-
Missing the nominator's deadline
-
Submitting incomplete transcripts
-
Uploading documents in the wrong format
-
Leaving references until the last day
-
Applying without contacting a suitable supervisor
-
Choosing a research topic that is too broad
-
Writing a vague research proposal
-
Failing to explain development impact
-
Ignoring university admission deadlines
-
Forgetting to submit both CSC and HEC applications when applying from Pakistan
-
Entering incorrect information
-
Waiting until the final hours to submit the online application
The CSC advises applicants to submit early because the online system can become busy close to the deadline.
